In The Heart Of Downtown Plattsburgh
Maybe this can be called a case of heartworm.

What is that large black object in the upper part of the picture? A dumpster? Was it too much work to lift the lid and toss the garbage in?
Even if it isn't a dumpster, thats no excuse for for just throwing spent pillows or bags or whatever on the ground. I would think that people in the downtown area have access to garbage removal services.
Of course, the landlords don't care, and the quality of the tenants speaks for itself.
There is such a thing as a city ordinance that should outlaw this crime! This scene outrages me and makes me fear for all our health and safety. What is wrong with this city? Can't anyone enforce the laws that should be preventing people from doing this damage to our community?
